Matcher writes basisTxId; getCrossBorderFeeTokens derives merchant/billingMonth/invoiceNumber from the basis (GCP→"Google Cloud", Workspace→"Google Workspace") at read time; palette + modal sample + default template updated; 19 historical fees backfilled (0 ambiguous). Verified: "[6400 - Bank Charges & Fees] 1% cross-border fee for Google Cloud - Mar 2026 | 5537002234". Typecheck clean. UNVERIFIED in UI.
