T-133 β€” Manual FY-close gate + extra IR56M confirmation status

Why this exists

While designing the richer IR56M status lifecycle (see T-047 / I-018), the owner noted that today an FY/period becomes "closed" purely through the per-month period close. They want, later, an explicit manual "fully close an FY" action β€” a deliberate finalization step on top of the automatic period closes β€” and at that point an additional IR56M confirmation status that sits around the close boundary (between "Drafted" and "Assign Signing Director"), reflecting that the FY has been manually finalized rather than just having its months auto-closed.

This is deferred β€” not built now. The current IR56M lifecycle (T-047) gates the draft β†’ awaiting_director transition on "the FY window is fully closed" (all the configured fiscal year's months period-closed). This task adds the manual gate + the extra status on top of that, when the owner is ready.

Scope (when picked up)

  • A manual "fully close this FY" control (an explicit, audited action β€” distinct from the per-month period close), keyed to the user-configured fiscal year (not the fixed salaries-tax YA; the IR56M close gate keys to the configured FY per the owner).
  • A new IR56M recipient status (a "further confirmation" stage) inserted around the close boundary; wire it into the lifecycle + the Records "Status" column.
  • Decide interaction with re-open (re-opening an FY should clear the manual-close flag).
