Migrate Workspace invoice PDF fetching → NAS (part c of 4)

Goal¶

Part (c) of the 4-part NAS migration (a=T-033 · b=T-034 · c=this · d=T-036). Ensure Workspace invoice PDF fetching runs on the NAS.

invoices mode downloads each period's Workspace invoice PDF + CSV and POSTs to /api/workspace/billing/ingest (preview p-eop, SSO-gated → x-vercel-protection-bypass); files the PDF to Drive 14b + upserts the File-Archive record. Backfilled 37 invoices (Aug 2022→May 2026). So this is LIKELY already operational on the NAS.
Known gap: 9 older collapsed-row periods expose only one of PDF/CSV (need UI row-expansion); no ongoing gap (new invoices render expanded).

Verify fully operational + scheduled on the NAS; decommission the Google Cloud version; decide whether to chase the 9 collapsed-row periods.
